This is due to challenges in governance, especially with the general return to democratic governance on the continent, following the global upsurge of democracy that was heralded by the third wave of democracy which started in late 1990s. the euphoria of democracy notwithstanding, the majority of the African citizens are still being denied the expected dividends. As with the end of colonialism in Africa, the hope that there would be good governance, security and sustainable development on the continent with the return of democracy has turned out to be a mirage.
