Terrorism is one phenomenon that has defied the definition of war or punishment. The former distinguishes combatants from non-combatants,while the latter separates the guilty from the innocent (Rapoport, 2002). This reality is captured in the words of Antonio Maria Costa, former Executive Director, United Nations Office on Drugs and Crime (UNODC) as follows:Terrorism knows no bounds; it targets no particular nationality, respects no religion and recognises no exception. The nature of terrorism has also changed. Once a threat to individual nations, today, terrorism is an international phenomenon.
